A COBIL delegation led by Jean Thierry Monsenepwo meets the Inspection générale des finances.
On 12 September 2023, a COBIL delegation led by Jean Thierry Monsenepwo met the Inspectorate General of Finance. The central issue was continuing the inspectorate’s support to the company. The meeting followed the incoming team’s first appointments and training activities.
A report published by 7SUR7.CD the next day says Jules Alingete received the delegation with his deputy Victor Batubenga. According to the statements reported, the support had started on 15 June. Thierry sought its continuation or renewal in the interests of better governance.
Executive management described checks on the legality, compliance and allocation of expenditure. These points clarify the purpose participants assigned to the mission: supporting management decisions and the use of the company’s resources.
The initiative can be understood as a request for continuity in oversight as several managers took up their duties. Positive assessments expressed at the meeting remain the participants’ assessments. They cannot independently quantify financial improvement or establish audited results.
Following this issue requires mission reports, accounts and evidence that recommendations were implemented. The 12 September meeting documents a request to the IGF and institutional dialogue; it is not itself a public audit report.
