For Jean Thierry Monsenepwo, there is no development without strong institutions, and no strong institutions without rigor. This is the guiding thread of his action at the head of COBIL SA's Board of Directors and his public advocacy for good governance.
Restoring an institutional soul to the public enterprise
Upon his arrival at COBIL SA in 2023, he found a company with unclear strategic orientations and weakened internal governance. His first undertaking was structural: clarifying the roles of corporate bodies, restoring dialogue between the Board of Directors and General Management, and re-establishing coordination with the State shareholder in strict compliance with the company's statutes and OHADA law.

Transparency as a method
Faced with misinterpretations of the company's accounts, he chose the path of transparency: activating a permanent audit committee for fiscal year 2024, publishing explanations of the compensation mechanism for losses and shortfalls (PMG), and constantly recalling the principle of presumption of innocence. His doctrine is clear: facts first, trials of intent never.
Supporting oversight bodies
A defender of the General Inspectorate of Finance and its work to moralize public life, he publicly stated that financial oversight is "a sovereign mission of the State" and not "a witch hunt." As a guest on Radio Okapi's "Parole aux auditeurs" program in June 2024, he called for an intensification of the fight against corruption, which he considers the first enemy of Congolese emergence.
Resilient management in the face of challenges
Confronted with the sector's structural financial challenges — Transco's debt, imbalances in the PMG mechanism — he imposed a resilience strategy based on operational rigor, prioritization of critical commitments and institutional advocacy with supervisory ministries. This method allowed COBIL SA to weather the turbulence without interrupting its public service mission.
