At the Luanda Biennale, Félix Tshisekedi connects water cooperation, conflict prevention and shared benefits.
On 22 October 2026, Félix Tshisekedi addressed the fourth Luanda Biennale. The Presidency reports proposals connecting shared water information, mediation and projects with equitable benefits. These are policy directions rather than demonstrated project outcomes.
UNESCO scheduled the forum for 22–23 October, covering cross-border cooperation, governance participation, climate and migration, and investment. The programme places the presidential contribution within a wider scientific and policy discussion; scheduled sessions are not adopted conclusions.
The Presidency also documents Tshisekedi’s participation in the African Water Forum in N’Djamena on 15–16 July 2026, organised by Chad and the World Bank Group. Its focus included investment, equitable access and partnerships. This provides earlier context without merging decisions from different meetings.
The UN World Water Development Report 2024, presented by UNESCO, examines the connections between water, prosperity and peace, including inclusive governance and the disruption caused by crises. It is general context, not an evaluation of Congolese policy outcomes.
Practical assessment can ask who participates in decisions, what information is shared, how services will be financed and how benefits will be distributed. These questions connect general proposals to specific commitments.
This entry preserves the 22 October contribution and its context. Subsequent agreements, financing or works need separate documentation, distinguishing policy directions, forum activities and verifiable outcomes.
