Inga 3: financing a first phase
On 3 June 2025, the World Bank announced a USD 250 million IDA credit for the first phase of a USD 1 billion Inga 3 development programme. It targets neighbouring communities, services and project preparation. This is approved financing, not an operating dam.
Our constructive reading values the connection between a national energy ambition and local needs. Following the social commitments helps make that relationship concrete.
Following strategic preparation
The Presidency reports an interinstitutional meeting on Grand Inga on 8 October 2026, covering project structuring and environmental and social dimensions. The corresponding news item records this preparation milestone.
Grand Inga’s wider ambition and the Inga 3 project should be distinguished. Planned capacity, preparatory investment and electricity actually delivered are different measures.

Why energy connects policy areas
Electricity can support cold storage, workshops, computers and medical equipment. These are examples of uses, not outcomes already attributed to the project.
The discussion extends beyond generation to transmission, distribution, connections and service conditions. Following the chain to users makes the development question more concrete.
Milestones worth documenting
Useful milestones include studies, financing decisions, procurement, construction, testing and commissioning. Each requires different records and dates.
