An initiative concerning access to public office is submitted to Lambert Mende for possible parliamentary consideration.

On 22 April 2026, Jean Thierry Monsenepwo submitted a text prepared with lawyer Blaise Ekongola’s contribution to Lambert Mende. The aim was possible parliamentary sponsorship as a bill or recommendations. At this stage, the sources document an initiative and its delivery to a national MP.

The proposed principle concerns access to public office by people who participated in armed rebellion. The author advocates a prior individual process examining facts, responsibility and possible consequences. He presents this as a way of linking institutional reintegration with accountability.

In the argument reported by the press, Thierry criticizes a cycle of taking up arms, negotiating and returning to political institutions without examining responsibility. This is the proposal’s promoter’s position. It should be distinguished from a judicial finding against a particular person or a court decision.

“Individual process” is a significant qualification: the proposal concerns examination of particular situations. Understanding a future provision’s practical scope would require identifying the competent authority, evidence rules, appeal mechanisms and victims’ participation. The consulted accounts do not provide a complete framework on these points.

Submitting a text to a parliamentarian does not enact a law. This entry therefore presents no restriction as already operative and infers no individual disqualification. Subsequent legislative steps would need parliamentary documentation and, where applicable, an officially adopted text.

The initiative belongs within debate about responsibility and rebuilding institutional confidence. Its documentary value is to identify the proposal, author, recipient and date while keeping political intent distinct from any subsequent legal effect.
