A strategic meeting considers development options for the hydropower project.
On 8 October 2026, Félix Tshisekedi chaired a strategic meeting on Grand Inga. The Presidency's 9 October account describes project structuring, governance and social and environmental issues. ADPI reported preparations to recruit a project director. This was a governance milestone, not the commissioning of generating capacity.
The site's potential, possible successive developments and Inga 3 should be distinguished. The World Bank's June 2025 factsheet describes alternative configurations and studies needed for future decisions. Grand Inga is not a single completed power station.
On 3 June 2025, the World Bank approved $250 million for the first phase of a planned $1 billion multiphase programme. Initial support covers institutional capacity, studies, local infrastructure and training. Preparatory finance is not the total cost of a completed dam.
World Bank reporting on community consultations identifies priorities including water, agricultural roads, markets and community facilities, alongside concerns about earlier developments. Local residents therefore form a central part of the project's assessment.
Useful follow-up questions concern completed studies, funded commitments, assigned responsibilities and services actually accessible. Recruitment, financing and construction are different milestones.
The October meeting belongs to this preparation and coordination process. Its consequences require subsequent evidence. The entry distinguishes energy ambitions, technical preparation, local development and future generation, without claiming newly connected capacity.
